The world’s first EITI app went online in November 2017. How can the population be given better access to information about government revenues from the mining and oil industries? How can the population be given better access to information about government revenues from the mining and oil industries? A total of 21 students from Nouakchott University asked themselves this question in spring 2017 in an app challenge organized by the national EITI secretariat with the support of GIZ. The aim was to search for digital solutions to present the key information presented in the very technical EITI reports in an easily understandable manner and to bring them into circulation.

Die Gewinner der dreitägigen App-Challenge konnten ihren kreativen Vorschlag mit Unterstützung des nationalen Sekretariats und der GIZ in die Realität umsetzen. Im November 2017 ging damit die weltweit erste EITI-App online. Die Applikation für Android ist bewusst einfach gehalten und soll zur weiteren Lektüre der Berichte anregen. Durch das integrierte Glossar mit den wichtigsten Begriffen des Sektors bietet sie zudem eine Arbeitshilfe für die verschiedenen Akteure der Multi-Stakeholder-Gruppe (MSG). Zusätzlich gibt es die Möglichkeit, direkt Kontakt mit dem Sekretariat von EITI in Mauretanien aufzunehmen. Durch ihre offline-Funktionalität kann die App auch ohne Internetzugang von der Bevölkerung und Zivilgesellschaft in den vom Bergbau geprägten ländlichen Regionen genutzt werden.

Mit dem aktuellen Standard von 2016 fördert EITI die kritische Diskussion der länderspezifischen Informationen in der öffentlichen Debatte. Im Auftrag des Bundesministeriums für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) begleitet die GIZ mit dem „Programme de Renforcement de la Décentralisation et des Finances Publiques“ (ProDeF) das nationale EITI-Komitee dabei, die Konformität Mauretaniens mit den EITI-Standards mittels moderner Informationstechnik sicherzustellen.

The architecture of the app that has already been developed is simple and can be easily adapted from other countries. Another project of the Mauritanian EITI for 2018 is the development of a data warehouse that combines the information sources of the annual report and thus makes reporting more efficient. Conclusion? The future in Mauritania is digital!
